It is impossible, at the moment, to un-encrypt these transmissions. Though as with any encyrption system. There is always a way, one day, to un-encyrpt it. Governmnet’s across the world though switching to trunking (where the frequencies are not pre-set, only the band with, but Uniden then bought out the Trunk Tracking Scanner, not only capable of following the transmissions, but obtaining control channel data as well.)
